RECOMMENDED ACTION
  1. Accept the Petition of DMSD Cajun Properties, LLC, PLN 22-0199 located south of Newport Road just east of Winter Hawk Road into Community Facilities District No. 2017-1 (Maintenance Services) (“CFD No. 2017-1” or “CFD”) as Annexation Area No. 19; and
  2. Adopt a Resolution of Intention to add Annexation Area No. 19 into CFD No. 2017-1, to authorize the levy of special tax therein to finance certain maintenance services, and to set a public hearing for March 1, 2023.

RECOMMENDED ACTION
  1. Accept the Petition of VSK Investments, LLC, PM 37145 located east of I-215 on the northwest corner of Highway 74 and Trumble Road to annex into Community Facilities District No. 2017-1 (Maintenance Services) (CFD No. 2017-1) as Annexation Area No. 17; and
  2. Adopt a Resolution of Intention to add Annexation Area No. 17 into CFD No. 2017-1, to authorize the levy of special tax therein to finance certain maintenance services, and to set a public hearing for March 1, 2023.

RECOMMENDED ACTION
  1. Authorize the City Manager to execute a Utility Relocation Agreement between the City of Menifee and Eastern Municipal Water District (EMWD), and any future amendments thereof, for reimbursement of costs related to adjustment of water facilities for Menifee Road Resurfacing Project, Capital Improvement Project No. 22-06.

Agreement with Ninyo & Moore for Materials Testing Services for Menifee Road Resurfacing Project

RECOMMENDED ACTION
  1. Approve and authorize the City Manager to execute a Professional Services Agreement with Ninyo & Moore in an amount not-to-exceed $42,535.80 to provide materials testing services for the Menifee Road Resurfacing Project, Capital Improvement Project (CIP) No. 22-06.

Agreement with West Coast Arborist, Inc. for City-wide Tree Trimming and Maintenance Services

RECOMMENDED ACTION
  1. Approve and authorize the City Manager (or his designee) to execute a Professional Services Agreement with West Coast Arborist, Inc. for citywide tree trimming and maintenance services in the amount not-to-exceed $176,402 for the remainder of Fiscal Year (FY) 2022/2023; and
  2. Authorize the City Manager to execute agreement amendment(s) for the remainder of FY 2022/2023, and an additional four one-year amendments for annual services, at the City’s discretion, and contingent on availability of the corresponding budget.

  1. Approve and authorize the City Manager to execute a Landscape Maintenance Agreement with Caltrans for maintenance of public improvements for Parcel Map 37145, located on the north side of Highway 74, west of Trumble Road.

RECOMMENDED ACTION
  1. Approve and authorize the City Manager to execute a Landscape Improvement Agreement to guarantee the completion of required landscape improvements associated with Tract 37668, located north of Scott Road at the intersection of Lindenberger Road.

Amendment to Agreement for On-Call Traffic Engineering Services with STC Traffic, Inc.

RECOMMENDED ACTION
  1. Approve and authorize the City Manager to execute Amendment No. 1 to Professional Services Agreement with STC Traffic, Inc. for on-call traffic engineering services, increasing the agreement by $66,000 for a total agreement not-to-exceed amount of $90,000.

Laserfiche Rio System Additional Licenses Purchase

RECOMMENDED ACTION
  1. Approve the purchase and authorize the Finance Department to issue a corresponding Purchase Order (PO) for the purchase of 100 additional Laserfiche Rio System licenses based on the attached quote for a not-to-exceed amount of $104,790 and using available funds within account #110-4113-51353 (Computer Software); and
  2. Allow the purchase to be made as a cooperative purchasing (piggyback) agreement under National Cooperative Purchasing Alliance Contract No. 11-25, pursuant to Menifee Municipal Code Chapter 3.12.070(6); and
  3. Authorize the City Manager to issue up to three additional one-year purchase orders at $49,999 per year, for auto renewals.

  2. Authorize the City Clerk to file a Notice of Completion with the Riverside County Recorder’s Office.

  1. Approve and authorize the City Manager to execute the public improvement agreements to guarantee the completion of required public improvements associated with the Scott Road Commerce Center II project, located east of Zeiders Road and south of Ciccotti Street.

Acceptance of Public Improvements and Release of Security for Plot Plan 2017-042, Wellquest Senior Living, by Wellquest Menifee, LLC

RECOMMENDED ACTION
  1. Accept the public improvements for streets/drainage, water, recycled water, and sewer systems for Plot Plan 2017-042, Wellquest Senior Living, located on the east side of Antelope and north of Aldergate Drive; and
  2. Authorize the City Engineer to release the posted securities per the City’s Standard Policies.

Continuance of Introduction and First Reading of an Ordinance Amending Title 14, to include Chapter 14.02 – Public Street Excavation Moratorium

RECOMMENDED ACTION
  1. Continue the public hearing to introduce an ordinance amending Title 14 of the City of Menifee Municipal Code to include Chapter 14.02 - Public Street Excavation Moratorium implementing a public street excavation moratorium for all new, reconstructed, and resurfaced streets, to the regular meeting of the City Council on February 15, 2023.

General Plan Amendment and Change of Zone to Expand the Economic Development Corridor – Community Core (EDC-CC) to Scott Road and Update the Business Park Land Use Designation

RECOMMENDED ACTION
  1. Adopt a resolution adopting an Addendum to the City’s General Plan Final Environmental Impact Report (EIR) (SCH No. 2012071033) and Housing Element Update EIR and direct staff to file a Notice of Determination; and
  2. Adopt a resolution approving General Plan Amendment No. PLN21-0404; and
  3. Introduce an ordinance approving Change of Zone No. PLN21-0405.

Community Facilities District 2020-1, McCall Mesa, Issuance of Special Tax Bonds

RECOMMENDED ACTION
  1. Adopt a resolution authorizing the issuance of special tax bonds and bond documents in connection with Community Facilities District (CFD) No. 2020-1 (McCall Mesa) located in the northeastern portion of the City, on the southwest corner of Menifee Road and Rouse Road; and
  2. Authorize the City Manager to appropriate funds for debt service and related expenditures and revenues within the McCall Mesa custodial fund.

RECOMMENDED ACTION
  1. Mayor Pro Tem Karwin to appoint each of the following: a) Quality of Life Measure DD Oversight Committee Member, and b) Senior Advisory Committee Member; and
