CONSENT CALENDAR 
All matters on the Consent Calendar are to be approved in one motion unless a Councilmember requests a separate action on a specific item on the Consent Calendar.  If an item is removed from the Consent Calendar, it will be discussed individually and acted upon separately. Unless otherwise directed by a member of the City Council, the vote on ordinance adoptions will reflect the prior action of each Councilmember when the ordinance was introduced. However, if a Councilmember is not present at the City Council meeting, their vote will be reflected as absent.

  1. Ratify and approve the Voucher Lists dated 4/14/2023, & 04/21/2023 and the Payroll Register/Other EFTs dated 04/12/2023, 04/13/2023, and 04/14/2023 which have a total budgetary impact of $4,962,941.28.

Fiscal Year 2023/2024 Senate Bill 1 List of Projects


RECOMMENDED ACTION
  1. Adopt a resolution approving the Fiscal Year 2023/2024 list of projects funded by Senate Bill 1: The Road Repair and Accountability Act of 2017; and
  2. Authorize the Public Works Director, or designee, to submit the required list of projects and accompanying resolution to the California Transportation Commission (CTC).

Resolution to Approve Grant Application for Land and Water Conservation Funds for the Quail Valley Park Project


RECOMMENDED ACTION
  1. Adopt a resolution authorizing the City of Menifee to approve a grant application for Land and Water Conservation Funds for the Quail Valley Park Project, located north of Canyon Heights Drive; and
  2. Approve and authorize the City Manager, or his designee, to execute all necessary agreements and other grant related documents thereof to the California Department of Parks and Recreation.

Intention to set a Public Hearing to Establish Fiscal Year 2023/2024 County Service Area Charges Within the City


RECOMMENDED ACTION
  1. Adopt a resolution to declare its intention to continue County Service Area charges within the City for Fiscal Year 2023/2024 and notice a Public Hearing for June 21, 2023.

Landscape and Lighting Maintenance District 89-1-C Intention Proceedings for the Levy and Collection of Assessments for Fiscal Year 2023/2024


RECOMMENDED ACTION
  1. Adopt a resolution, initiating proceedings for the levy and collection of assessments for the Landscape and Lighting Maintenance District (LMD) No. 89-1-C consolidated for Fiscal Year 2023/2024; and
  2. Adopt a resolution approving the Annual Engineer’s Report regarding the proposed levy and collection of assessments for LMD No. 89-1-C for Fiscal Year 2023/2024; and
  3. Adopt a resolution declaring its intention for the levy and collection of assessments for the LMD No. 89-1-C for Fiscal Year 2023/2024 and setting the date of the Public Hearing for June 21, 2023.

Agreement with Southern California Edison to Provide Power to the New Quail Valley Fire Station No. 5


RECOMMENDED ACTION
  1. Approve and authorize the City Manager, or his designee, to execute a Distribution Line and/or Service Extension Agreement with Southern California Edison in an amount not-to-exceed $46,440.37 for the new Quail Valley Fire Station No. 5 Project, CIP 21-04.

Agreement Amendment with Bio-Tox Laboratories for the Police Department Forensic Toxicological Testing Services


RECOMMENDED ACTION
  1. Approve and authorize the City Manager to execute Amendment No. 1 to Professional Services Agreement with Bio-Tox Laboratories for forensic toxicological testing services for the Police Department, increasing the contract in the amount of $15,000, for a revised total not-to-exceed $25,000 through June 30, 2023.

Agreement Amendment with Kimley-Horn and Associates, Inc. for the Civic Center Parking Lot Project
 


RECOMMENDED ACTION
  1. Approve and authorize the City Manager to execute Amendment No. 1 to the Professional Services Agreement with Kimley-Horn and Associates, Inc. for the Civic Center Parking Lot Project, Capital Improvement Project No. 22-24, increasing compensation by $84,558, for a total amount not-to-exceed $319,664, and extending the term of the agreement through June 30, 2024.

Agreement Amendment with the State of California, Department of California Highway Patrol for Traffic Control Services for the Holland Road / I-215 Overpass Project


RECOMMENDED ACTION
  1. Approve and authorize the City Manager to execute Amendment No. 1 to the Construction Zone Enhanced Enforcement Program Agreement with the State of California, Department of California Highway Patrol for the Holland Road / I-215 Overpass Project, CIP No. 13-03, increasing the contract in the amount of $100,000, for a revised total not-to-exceed $145,264, for an additional estimated 30 days of traffic control services (from original estimate of 15 days) through July 31, 2024.

RECOMMENDED ACTION
  1. Approve and authorize the City Manager to execute the First Amendment and Restatement of the Dispatch Service Agreement with the City of Murrieta, administratively memorializing existing practices as they relate to the allocation of operational program costs and data access.

RECOMMENDED ACTION
  1. Approve and authorize the City Manager to execute Amendment No. 1 to a Professional Services Agreement with STC Traffic, Inc. for On-Call Traffic Engineering services in an amount not-to-exceed $54,900, for a total agreement amount of $130,000.

RECOMMENDED ACTION
  1. Accept the Right-of-way and Flood Control Improvements for Hidden Hills from KB Homes Coastal Inc., associated with the development of Tract Map 30142-1, located south of Craig Avenue and east of Evans Road; and
  2. Approve Quitclaim Deed and Certificate of Acceptance for Hidden Hills for a portion of Parcel 2 of Parcel Map No. 15837, RCFC Parcel No. 4395-500; and
     
  3. Approve Quitclaim Deed and Certificate of Acceptance for Hidden Hills for a Portion of Parcel 4 of Parcel Map No. 11586, RCFC Parcel No. 4395-501; and

RECOMMENDED ACTION
  1. Accept the public improvements for streets, drainage, water, recycled water, sewer and survey monuments for Tract Map 36485-8, Audie Murphy Ranch, located on the northwest corner of Normandy Road and Audie Murphy Road North; and
  2. Authorize the City Engineer to release 90% of the posted securities per the City’s Standard Policies.

RECOMMENDED ACTION
  1. Approve and authorize the filing of final map for Tract 36658-2, Cimarron Ridge, by Pulte Homes Company, LLC, located west of Thornton Avenue between Valley Boulevard and Chambers Avenue; and
  2. Approve and authorize the City Manager to execute a Subdivision Improvement Agreement to guarantee completion of required onsite and offsite improvements associated with Tract Map 36658-2.
