  1. Adopt an ordinance approving Specific Plan Amendment No. PLN23-0060; and
  2. Adopt an ordinance approving the Cimarron Ridge Development Agreement Amendment No. PLN23-0241.

Gale Webb Action Sports Park Restrooms Project

RECOMMENDED ACTION
  1. Approve the purchase of a prefabricated restroom building from CXT, Inc. in the amount of $91,801 for the Gale Webb Action Sports Park Restrooms Project, Capital Improvement Program No. 24-09; and
  2. Approve and authorize this purchase utilizing the Sourcewell Cooperative Purchase Contract No. 081721-CXT pursuant to Menifee Municipal Code Section 3.12.070(6); and
  3. Authorize the City Manager to execute the required documents and the Finance Department to issue the corresponding purchase orders.

Agreement with Studio 2G Architects, LLP for the Cherry Hills Facility Improvements - Phase 1 Project


RECOMMENDED ACTION
  1. Approve and authorize the City Manager to execute a Professional Services Agreement with Studio 2G Architects, LLP for architectural and engineering services for the Cherry Hills Facility Improvements - Phase 1 Project, located at 26800 Cherry Hills Boulevard, Capital Improvement Program Project No. CIP23-13, effective April 3, 2024, through December 31, 2025, for a total not-to-exceed amount of $218,170.20.

Agreement with Eastern Municipal Water District for Utility Relocation for the Romoland Grid Area – 3rd Street – Active Transportation Program Project


RECOMMENDED ACTION
  1. Approve and authorize the City Manager to execute a Utility Relocation Agreement, and any future amendments thereof, with Eastern Municipal Water District for reimbursement costs associated with the relocation of water facilities for the Romoland Grid Area – 3rd Street – Active Transportation Program (“ATP”) Project, located along 3rd Street, northeast of Highway 74, west of Antelope Road, and south of Watson Road.

Bid Award and Agreement with MC Electric for Construction Services for the Quail Valley Grid Area Streetlights Project
 


RECOMMENDED ACTION
  1. Award bid and authorize the City Manager to execute a Contractor Services Agreement with MC Electric to perform construction services for the Quail Valley Grid Area Streetlights, Capital Improvement Program Project No. 23-08, located south of San Jacinto Road, east of Mountain View Place, west of Williams Drive, and north of Sierra Drive, in an amount not-to-exceed $89,500.

Contract Change Order with Act 1 Construction, Inc. for the New Quail Valley Fire Station No. 5 Project


RECOMMENDED ACTION
  1. Approve and authorize the City Manager to execute Contract Change Order No. 1 with Act 1 Construction, Inc. for construction services on the New Quail Valley Fire Station No. 5 project, located on Goetz Road near Vista Way, in the amount of $66,384.39, increasing the total contract value to an amount not-to-exceed $8,693,180.96.

Security Improvement Bonds and Agreements for Tract Map 29835, Underwood by KB Home Coastal, Inc.


RECOMMENDED ACTION
  1. Approve and authorize the City Manager to execute an Offsite Public Improvement Agreement and Landscape Improvement Agreements to guarantee the completion of required public improvements associated with Tract Map 29835, Underwood, by KB Home Coastal, Inc., located west of Palomar Road on both the north and south sides of Rouse Road.

  1. Adopt a resolution adopting Addendum No. 2 to the certified Final Environmental Impact Report (State Clearinghouse No. 1989100207) for the Menifee North Specific Plan; and
  2. Introduce an ordinance approving Menifee North Specific Plan Amendment No. 5 (PLN21-0276); and
  3. Adopt a resolution approving Tentative Tract Map No. 38133 (PLN21-0272) generally located at the southeast corner of Watson Road and Malone Avenue; and
  4. Adopt a resolution approving Tentative Tract Map No. 38132 (PLN21-0274) generally located on the east side of Palomar Road, approximately 350 feet south of the of the Watson Road and Palomar Road intersection.
