RECOMMENDED ACTION
  1. Adopt an ordinance approving the first amendment to the Commerce Pointe Development Agreement; and
  2. Adopt an ordinance approving the second amendment to the Commerce Pointe Development Agreement.

Second Reading and Adoption of an Ordinance Amending the Development Code Regarding Battery Energy Storage Systems


RECOMMENDED ACTION
  1. Adopt an ordinance amending Title 9 of the Menifee Municipal Code and Menifee North Specific Plan zoning pertaining to utility-scale battery energy storage systems, Development Code Amendment No. LR 22-0130.

Ford Passenger Van Purchase for Community Services Department


RECOMMENDED ACTION
  1. Approve the purchase of one 2023 Ford Transit 12 passenger van from National Fleet Auto Group under a cooperative purchasing (piggyback) agreement as permitted under the Menifee Municipal Code Section 3.12.070 (6) with Sourcewell master vehicle contract no. 0915521-NAF; and
  2. Authorize the City Manager to issue a change order to an existing Purchase Order (PO) in the amount of $12,666 to cover the full purchase price of the vehicle; and
  3. Adopt a budget adjustment resolution authorizing a budget appropriation in the amount of $12,666 to fiscal year 2022/2023 budget from Account No. 524-4550-53155.

Fiscal Year 2022/2023 Police Department Fleet Vehicle Purchases


RECOMMENDED ACTION
  1. Approve the purchase of ten vehicles from the State of California Contract Vendor Wondries/National Auto Fleet Group and BMW of Riverside in a not-to-exceed amount of $709,703.10, including tax and delivery, from account numbers 115-4911-53155 and 280-4221-53155; and
  2. Allow the purchase to be made under a cooperative purchasing (piggyback) agreement as permitted under the Menifee Municipal Code Section 3.12.070 (6) with Sourcewell Contract No. 120716-NAF; and
  3. Authorize the City Manager to execute the required documents and approve any future change orders due to limited availability, or unavailability of vehicles.

Recycled Water Accelerated Retrofit Program at La Ladera Park Project Bid Rejection
 


RECOMMENDED ACTION
  1. Reject all bids submitted for the Recycled Water Accelerated Retrofit Program at La Ladera Park, Capital Improvement Project No. CIP 23-11.

Agreement with USI Insurance Services, LLC to Provide Employee Benefit Brokerage Services


RECOMMENDED ACTION
  1. Approve and authorize the City Manager to execute a Broker of Record designation and client services agreement with USI Insurance Services, LLC, in a not-to-exceed amount of $25,000 per year for an initial two years, for the purpose of providing employee benefit brokerage services; and
  2. Authorize the City Manager to execute three additional one-year renewals in a not-to-exceed amount of $25,000 per year.

Local Road Safety Plan Approval

RECOMMENDED ACTION
  1. Adopt a resolution approving the City of Menifee Local Road Safety Plan and pledging to take action to provide motorized, non-motorized, and pedestrian safety through education, planning, and engineering; and
  2. Authorize the City Manager, or his designee, to submit a letter to CalTrans certifying the completion of the Local Road Safety Plan.

2022 Comprehensive Cost of Services/User Fee Study


RECOMMENDED ACTION
  1. Adopt a resolution approving the Comprehensive Cost of Services/User Fee Study and Cost of Services (User Fee) update and authorizing an effective date of January 1, 2023; and
  2. Authorize the City Manager to implement an annual Consumer Price Index (CPI) adjustment (increase or decrease) not to exceed 4% and effective July 1 each fiscal year, based on December to December of the previous year, with the first adjustment effective July 1, 2024.
