CONSENT CALENDAR 
All matters on the Consent Calendar are to be approved in one motion unless a Councilmember requests a separate action on a specific item on the Consent Calendar.  If an item is removed from the Consent Calendar, it will be discussed individually and acted upon separately. Unless otherwise directed by a member of the City Council, the vote on ordinance adoptions will reflect the prior action of each Councilmember when the ordinance was introduced. However, if a Councilmember is not present at the City Council meeting, their vote will be reflected as absent.

  1. Ratify and approve the Voucher Lists dated 04/12/2024 and 04/19/2024 and the Payroll Register/Other EFTs dated 04/09/2024, 04/11/2024, 04/12/2024, 04/15/2024, and 04/18/2024, which have a total budgetary impact of $4,151,365.59.

  1. Adopt a resolution ratifying and retroactively approving provision of paid holidays and stipends to City of Menifee Employees.

Intention to set a Public Hearing to Establish Fiscal Year 2024/2025 County Service Area Charges Within the City


RECOMMENDED ACTION
  1. Adopt a resolution declaring the City’s intention to continue County Service Area charges within the City for Fiscal Year 2024/2025 and notice a public hearing for June 19, 2024.

Intention to set a Public Hearing and Proceedings for the Landscape and Lighting Maintenance District 89-1-C Levy and Collection of Assessments for Fiscal Year 2024/2025


RECOMMENDED ACTION
  1. Adopt a resolution initiating proceedings for the levy and collection of assessments for the Landscape and Lighting Maintenance District No. 89-1-Consolidated (“LMD No. 89-1-C” or “District”) for Fiscal Year 2024/2025; and
  2. Adopt a resolution for approval of the Annual Engineer’s Report regarding the proposed levy and collection of assessments for LMD No. 89-1-C for Fiscal Year 2024/2025; and
  3. Adopt a resolution declaring intention to levy and collect assessments for the LMD No. 89-1-C for Fiscal Year 2024/2025 and setting the date of the Public Hearing for June 19, 2024.

Intention to set a Public Hearing Date for Delinquent Solid Waste Accounts and Collection on Riverside County’s Property Tax Roll


RECOMMENDED ACTION
  1. Set a public hearing for the June 5, 2024, City Council meeting to accept public testimony regarding the delinquent solid waste accounts from Calendar Year 2023 to be applied to the Fiscal Year 2024/2025 County of Riverside property tax roll for collection.

CalRecycle Local Assistance Grant

RECOMMENDED ACTION
  1. Accept the CalRecycle Senate Bill 1383 Local Assistance Grant in the amount of $292,997; and
  2. Adopt a resolution authorizing an increase in revenue and appropriation of expenditures in the amount of $292,997 to a program account as assigned by the Finance Department; and
  3. Authorize the City Manager, or his designee, to execute all necessary documents to implement and administer the funded programs.

Senate Bill 1 List of Projects for Fiscal Year 2024/2025

RECOMMENDED ACTION
  1. Adopt a resolution approving the Fiscal Year 2024/2025 list of projects funded by the Road Repair and Accountability Act of 2017 under Senate Bill 1; and
  2. Authorize the Public Works Director, or designee, to submit the required list of projects and accompanying resolution to the California Transportation Commission (CTC).

Agreement with County of Riverside for Fire Services

RECOMMENDED ACTION
  1. Approve and authorize the City Manager to execute the Cooperative Agreement with the County of Riverside for fire protection, fire prevention, rescue, and emergency medical services provided by CAL FIRE in the City of Menifee for Fiscal Years 2024/2025 through 2026/2027 for total estimated cost of $60,548,973.

Bid Award and Agreement with All American Asphalt for Construction Services for the Kay Ceniceros Parking Lot Renovation and the La Ladera Park Enhancement Projects


RECOMMENDED ACTION
  1. Award bid and authorize the City Manager to execute a Contract Services Agreement with All American Asphalt for construction services for the Kay Ceniceros Parking Lot Renovation Project, Capital Improvement Program (CIP) Project No. CIP 24-06 and the La Ladera Park Enhancements Project, CIP Project No. CIP 24-12, in a total not-to-exceed amount of $121,999.

RECOMMENDED ACTION
  1. Award bid and authorize the City Manager to execute a Contract Services Agreement with Wheeler Paving Inc. to perform construction services for the Bradley Road Widening Near Paloma Valley High School Northern Entrance Project, Capital Improvement Program (CIP) Project No. 23-03, located at the intersection of Corson Avenue and Bradley Road, in a total not-to-exceed amount of $249,700.

RECOMMENDED ACTION
  1. Approve and authorize the City Manager to execute a Professional Services Agreement with Kimley-Horn and Associates, Inc. for Environmental and Civil Design Services for the Citywide Traffic Signal Safety Improvements Project, Capital Improvement Program (CIP) Project No. 24-01, for a total not-to-exceed amount of $174,820 through June 30, 2025.

RECOMMENDED ACTION
  1. Award bid and authorize the City Manager to execute a Contract Services Agreement with Copp Contracting, Inc. for construction services for the Fiscal Year (FY) 2023/2024 Local Roads AC Resurfacing Program Project, Capital Improvement Program (CIP) Project No. 24-19, located north of Ridgemoor Road, east of Phoenix Way, south of Sun City Boulevard, and west of Valley Boulevard, in a total not-to-exceed amount of $767,647.

Acceptance of Improvements from Riverside County Regional Park and Open-Space District for the Salt Creek Trail Crossings


RECOMMENDED ACTION
  1. Accept public improvements from the County of Riverside associated with four Salt Creek Trail Crossings located along the Salt Creek Trail at Normandy Road, Murrieta Road, Bradley Road, and at the intersection of Antelope Road and Aldergate Drive.

Final Map, Subdivision Improvement Agreement, and Bonds for Tract Map 36658-6, Cimarron Ridge, by Pulte Homes Company, LLC

RECOMMENDED ACTION
  1. Approve and authorize the filing of the final map for Tract Map 36658-6, Cimmaron Ridge, by Pulte Homes Company, LLC, located east of Valley Boulevard and south of McLaughlin Road; and
  2. Approve and authorize the City Manager to execute a subdivision improvement agreement to guarantee completion of required onsite and offsite improvements associated with TM 36658-6.

RECOMMENDED ACTION
  1. Adopt a resolution approving the street name change from “Comey View Court” to “Comet View Court” in the Sun Ranch community of the City of Menifee.

2024 Comprehensive Cost of Services/User Fee Schedule Update


RECOMMENDED ACTION
  1. Adopt a resolution approving the addition and modification of fees to the 2022 User Fee Schedule and authorizing an effective date of July 15, 2024; and
  2. Authorize the City Manager to implement an annual Consumer Price Index (CPI) adjustment, based on January-to-January index (increase or decrease) not-to-exceed four percent, with the first adjustment effective July 15, 2024 and annual adjustments thereafter on July 1 each fiscal year.
