RECOMMENDED ACTION
  1. Accept the grant funds from the Department of Alcoholic Beverage Control Office of Traffic Safety Grant for the Menifee Police Department; and
  2. Adopt a budget amendment resolution approving an increase in revenue and appropriation of expenditures in the amount of $32,100 to a project account as assigned by the Finance Department; and
  3. Authorize the City Manager, or their designee, to execute all necessary documents to implement the Department of Alcoholic Beverage Control Office of Traffic Safety Grant purchases.

  1. Accept the grant funds from the Office of Traffic Safety Selective Traffic Enforcement Program Grant for the Menifee Police Department in the amount of $216,000; and
  2. Adopt a budget amendment resolution approving an increase in revenue and appropriation of expenditures in the amount of $216,000 to a project account as assigned by the Finance Department; and
  3. Authorize the City Manager, or their designee, to execute all necessary documents to implement the Office of Traffic Safety Selective Traffic Enforcement Program Grant purchases.

RECOMMENDED ACTION
  1. Accept the grant funds from the Unites States Department of Justice Office of Community Oriented Policing Services Grant for the Menifee Police Department in the amount of $51,949; and
  2. Adopt a budget amendment resolution approving an increase in revenue and appropriation of expenditures in the amount of $51,949 to a project account as assigned by the Finance Department; and
  3. Authorize the City Manager, or their designee, to execute all necessary documents to implement the Unites States Department of Justice Office of Community Oriented Policing Services Grant purchases.

Permanent Local Housing Allocation Program

RECOMMENDED ACTION
  1. Accept the Permanent Local Housing Allocation Program (PLHA) grant funds from the California Department of Housing and Community Development (HCD) in the amount of $646,059 for Menifee’s First Time Homebuyers Down Payment Assistance Program; and
  2. Approve and authorize the City Manager to execute all necessary agreements, amendments, and related documents to receive the PLHA grant funds; and
  3. Adopt a budget amendment resolution, authorizing an increase in revenue and appropriation of expenditures in the amount of $646,059 to accounts identified by the Finance Department.

RECOMMENDED ACTION
  1. Adopt a resolution approving the street name changes for multiple streets named “Heritage Lake Drive” within and adjacent to the Heritage Lake community.

RECOMMENDED ACTION
  1. Approve and authorize the City Manager to execute a no-cost joint use agreement with Mt. San Jacinto Community College District for the District’s Banner Program (“Program”) through November 7, 2029.

Agreement with CivicPlus, LLC for Public Records Response Software System “NextRequest”


RECOMMENDED ACTION
  1. Approve and authorize the City Manager to execute a one-year software agreement with CivicPlus, LLC for public records response software system "NextRequest,” in an amount not-to-exceed $10,788.00 through December 17, 2025; and
  2. Authorize the City Manager to execute two one-year extensions in an amount not-to-exceed $23,221.17.

RECOMMENDED ACTION
  1. Approve and authorize the City Manager to execute a Professional Services Agreement with Urban3, LLC. for a Land Use Financial Analysis for a not-to-exceed amount of $71,250 through December 31, 2025.

Agreement for City-wide Traffic Signal and Safety Lighting Inspection Services with the County of Riverside


RECOMMENDED ACTION
  1. Approve an Agreement for Traffic Signal and Safety Lighting Inspection Services with the County of Riverside, effective July 1, 2024, through June 30, 2030, for the provision of inspection and maintenance on city-wide traffic signal and lighted crossing facilities; and
  2. Authorize the Finance Department to issue purchase orders for services provided by the County of Riverside until such time as a new agreement is finalized, and as needed upon finalization of the agreement.

RECOMMENDED ACTION
  1. Approve and authorize the City Manager to execute Amendment No. 1 to the Master Agreement with Harris and Associates, Inc., for Civil Engineering and Plan Check Services, increasing the compensation by $75,000, for a three-year total agreement amount not-to-exceed $225,000.

  2. Authorize the Finance Department to Issue individual purchase orders against the Agreement.

  1. Approve and authorize the City Manager to execute Amendment No. 1 to the Master Agreement with J. Smith and T. Muli, for Hydrological Review and Inspection Services, increasing the compensation by $100,000, for a three-year total agreement amount not-to-exceed $250,000; and
  2. Authorize the Finance Department to issue purchase orders against the agreement.

  2. Authorize the Finance Department to issue individual purchase orders against the agreement.

Approve and authorize the City Manager to execute Amendment No. 2 to Professional Services Agreement with Bio-Tox Laboratories for forensic toxicological testing services for the Police Department, increasing the contract in the amount of $25,000, for a revised total not-to-exceed $63,000 through June 30, 2025.

RECOMMENDED ACTION
  1. Approve and authorize the City Manager to execute Contract Change Order No. 1 with Granite Construction for construction services on the Romoland Grid Area – 3rd Street – Active Transportation Program Project, Capital Improvement Program Project No. 23-04, in the amount of $70,959.74, increasing the contract value to a total amount not-to-exceed $1,308,059.74.

  2. Approve and authorize the City Manager to execute a Subdivision Improvement Agreement to guarantee completion of required backbone public improvements associated with Tract Map 38303; and
  3. Approve and authorize the City Manager to execute a Lien Agreement to provide a guarantee for the backbone public improvements for the frontage along Highway 74 and Briggs Road.

  1. Uphold the Planning Commission’s certification of an Environmental Impact Report and approval of Tentative Parcel Map No. 38139 (PLN22-0041) and Plot Plan No. PLN21-0370 for CADO Menifee Industrial Warehouse Project, located west of Interstate 215 and south of Ethanac Road; and
  2. Adopt a resolution denying Appeal No. PLN24-0169 submitted by The Golden State Environmental Justice Alliance; and
  3. Adopt a resolution denying Appeal No. PLN24-0182 submitted by the City of Perris.

  1. Adopt a resolution amending the boundary map of Community Facilities District No. 2022-3, Legado, located to the northwest of Antelope Road and Chambers Avenue and south of Rouse Road, amending the rate and method of apportionment of special taxes for Improvement Area No. 2, decreasing the maximum authorized bonded indebtedness for Improvement Area No. 2, designating Improvement Area No. 3 and declaring the Necessity to Incur Bonded Indebtedness Within Improvement Area No. 3; and
  2. Adopt a resolution certifying election results for Community Facilities District No. 2022-3, Legado; and
  3. Introduce an ordinance authorizing the levy of special taxes within Improvement Area No. 2 and Improvement Area No. 3 of Community Facilities District No. 2022-3, Legado.

  1. Adopt a resolution authorizing the issuance of special tax bonds and the execution and delivery of bond documents in connection with Community Facilities District 2023-1, Rockport Ranch, at the southwest corner of Old Newport Road and Briggs Road; and
  2. Authorize the Finance Department to establish the necessary revenue and expenditure budgets and corresponding appropriations for the bond issuance.
