Adopt an ordinance amending Ordinance No. 2017-231 and levying special taxes to be collected during Fiscal Year 2024/2025 to pay the annual costs and expenses of the City of Menifee Community Facilities District (CFD) No. 2017-1 Maintenance Services, Annexation No. 26, located between Valley Boulevard and Byers Road and north of Rouse Road.

Approve and authorize the City Manager to execute Professional Services Agreements with 4Leaf, Inc. and Interwest Consulting Group, Inc. for on-call plan review, inspection, and permit technician services for the Building and Safety Division in an amount not-to-exceed $600,000 through June 30, 2026.

  1. Approve and authorize the City Manager to execute a Contract Services Agreement with Access General Contracting, Inc. for on-call asphalt services in a total not-to-exceed amount of $625,000 through June 30, 2030; and
  2. Authorize the Finance Department to issue individual purchase orders on an as-needed basis in the aggregate of the not-to-exceed amount approved for the agreement.

Approve and authorize the City Manager to execute a Professional Services Agreement with Parsons Transportation Group, Inc. for Professional Environmental and Engineering Services for the Garbani Road/Interstate 215 Interchange Project, Capital Improvement Program (CIP) Project No. 20-05, in a total not-to-exceed amount of $2,777,240.29 through December 31, 2028.

Approve and authorize the City Manager to execute Amendment No. 5 to the Professional Services Agreement with Rincon Consultants, Inc for on-call planning services for the Legado Project, increasing the amount by $70,000 for a total not-to-exceed amount of $135,000, and to extend the terms of services through June 30, 2026.

RECOMMENDED ACTION
  1. Approve and authorize the City Manager to execute Amendment No. 3 to the Professional Services Agreement with Kimley-Horn and Associates, Inc. for a Master Circulation Plan Study within the Economic Development Corridor – Northern Gateway, extending the term of services through December 31, 2025.

  1. Approve and authorize the City Manager to execute Amendment No. 1 to the Master Agreement with ETech-360, Inc., LLC for as-needed professional information technology support services in an amount of $50,000 for a revised not-to-exceed total of $150,000.

RECOMMENDED ACTION
  1. Reject all bids received in response to Notice of Inviting Bids No. 2025-09 in accordance with Public Contract Code § 20166 and authorize staff to re-bid the project with revised contractor licensing requirements and adjusted bid quantities.

Acceptance of Landscape Improvements and 90% Release of Security for Tract Map 37668, Sumac Ridge, by Meritage Homes of California, Inc.


RECOMMENDED ACTION
  1. Accept the landscape improvements for Tract Map 37668 Sumac Ridge, located north of Scott Road at the intersection of Lindenberger Road; and
  2. Authorize the City Engineer to release 90% of the posted securities per the City’s standard policies.

  1. Accept the improvements for the Menifee Road Resurfacing Project, Capital Improvement Program Project No. 24-21, located east of the Interstate 215 freeway between McCall Boulevard and approximately 500 feet north of Aldergate; and
  2. Authorize the City Clerk to file a Notice of Completion with the Riverside County Recorder’s Office.

First Reading and Introduction of an Ordinance to Amend Menifee Municipal Code Title 5, Business Regulations, Title 7, Subdivisions, and Title 9, Planning and Zoning


RECOMMENDED ACTION
  1. Find Municipal Code Amendment No. LR24-0135, exempt from environmental review under the California Environmental Quality Act (CEQA) and direct staff to file a Notice of Exemption; and
  2. Introduce an ordinance approving Municipal Code Amendment No. LR24-0135, amending Title 5, Business Regulations, Title 7, Subdivisions, and Title 9, Planning and Zoning of the Menifee Municipal Code.

Adoption of the Fiscal Year 2025/2026 and 2026/2027 Budget


RECOMMENDED ACTION
  1. Adopt a resolution approving the (FY) Fiscal Year 2025/2026 and 2026/2027 Biennial Budget; and
  2. Adopt a resolution approving the GANN Appropriations Limit; and
  3. Adopt a resolution approving the FY 2025/2026 authorized positions and compensations subject to future update based on final revenue-based Cost of Living Adjustments (COLA) pursuant to existing labor Memorandums of Understanding (MOUs); and
  4. Adopt a resolution committing $3,906,674 million in Committed Reserves from Rockport Ranch Mitigation Fee towards the future community center project and moving $2,000,000 from Assigned Fund Balance Public Facilities to Committed Fund Balance Public Facilities, and moving $1,200,000 million in Quality of Life fund balance to an Assigned Fund Balance for the CIP 14-01: McCall/I-215 Interchange Project; and
  5. Authorize the Finance Department to process corresponding transfers of all approved CIP Program expenditure appropriations to Capital Projects Fund (Fund 4320) for purposes of consolidating program expenditures under one fund.
